Netanyahu gets 2 more weeks to form coalition

JERUSALEM (AP) ? Israeli President Shimon Peres on Saturday granted Prime Minister Benjamin Netanyahu another two weeks to form a governing coalition, after Netanyahu failed to build a broad coalition including ultra-Orthodox Jewish parties.

In a televised address, Netanyahu told Peres that he has yet to build a coalition because some parties wish to "boycott" an entire Israeli demographic. It was a reference to the nationalist Jewish Home and centrist Yesh Atid parties, which have refused to join his coalition if it includes the ultra-Orthodox.

If Netanyahu fails to reach a government in two weeks, political newcomer Yair Lapid who heads Yesh Atid, Israel's second largest party, could be offered the chance to form the coalition, or new elections could be held.

Jewish Home and Yesh Atid are keen to end a controversial system of military draft exemptions given to ultra-Orthodox seminary students, who are allowed to study Jewish texts in lieu of military service. The two parties have been unwilling to sit in a government with ultra-Orthodox factions that don't want to see an end to the exemptions that date to the founding of the country.

But Netanyahu is keen on including ultra-Orthodox parties in his coalition because they have been loyal political partners in the past and their numbers add stability to his governing coalition.

Netanyahu said he believes the parties will come to an understanding about the draft exemptions, and that ultra-Orthodox Jewish Israelis will eventually accept them. He took a jab at the pro-settler Jewish Home party, saying that those who refused to align with specific sectors of Israeli society are acting like those around the world who wage boycotts against settlement activities.

"Who should understand this more than anyone is the settler population in Judea and Samaria, which experience boycotts on a daily basis," said Netanyahu.

He urged parties to join him to build a wide coalition that would unite the nation, saying that throughout history Jews have "undergone many tragedies because of baseless hate and brotherly strife."

Netanyahu has been struggling to form a coalition since January elections. His Likud-Yisrael Beitenu bloc won 31 seats in the 120-seat parliament, far short of the 61-seat majority he needs.

Last week, Netanyahu added his first coalition partner, former Foreign Minister Tzipi Livni, to serve as justice minister in his government as well as chief negotiator handling peace efforts with the Palestinians. But that appointment upset the Jewish Home party, which opposes negotiations with the Palestinians and has indicated that it does not want the dovish Livni to handle the peace process if it joins Netanyahu's coalition.

It will be virtually impossible for Netanyahu to form a government without support of the Yesh Atid and Jewish Home parties. For now, those parties are maintaining a common front, signaling that Netanyahu has to make a choice between them and the ultra-Orthodox.

Israeli analysts believe Netanyahu will, in fact, succeed in building a coalition, likely without the ultra-Orthodox.

Internet's dad wants to talk to animals

We humans are a well wired species. But people who invented the Internet think there are connections we've yet to forge--with other intelligent animals on this planet, and unknown species on others

Vint Cerf, who helped build the early Internet (and now sits at Google as their chief Internet evangelist) and three other Internet and animal communication experts recently explained how we could connect with animals and help animals talk to each other. They call it the "Interspecies Internet" or I2I project, and introduced the audience at TED 2013 to the concept in a panel at Long Beach, CA on Thursday (Feb. 28).

"Although it will clearly be used by beings of the same species for communication a special emphasis will be made on communications between species, including our own," Peter Gabriel, the project's founder writes on the project's Facebook page. "It will also allow us and our children many insights into the nature of the other species , or sentient beings, with whom we share the planet."

The idea of an Internet for animals started out when Gabriel began doing jam sessions with bonobos and was struck by how similar they were to human musicians. He tracked down researchers who have been observing and animal communication, and convinced them to get on board.

Given the project's goals, it makes sense that Neil Gershenfeld is involved. Gershenfeld has been a fixture at MIT for a decade (now director of the Center for Bits and Atoms) and has a long history of studying the way the Internet connects us, as well as the things we own.

Gershenfeld and Cerf first announced the project at the World Science Festival last year in October. "They draw they play games. They're smart, they interact, they're social," Gershenfeld said then, describing interactions that dolphins and apes have had with iPads, which researchers have been studying for some time. "There isn't a firewall between us and them."

"If we are ever going to have first contact with aliens, the first thing we need to understand is how to interact with species on our own planet," Cerf added.

Even if Cerf did seem to be half-joking, animal communications experts seem to agree that he has a point.

?You can?t get more alien than the dolphin. We?re separated by 95 million years of divergent evolution. These are true non-terrestrials,? animal communications researcher Diana Reisstold the audience at TED. Reiss did pioneering work on dolphin communication and intelligence, and her early work with dolphins and mirrors helped researchers understand how smart the ocean mammals are.

The way the researchers see it now, the network will have many similarities to the regular Internet today. "Many of the phenomena of the net, universal communication, open access to information and education, group behavior and social networks will have their parallels in the Interspecies Internet," Gabriel writes.

New study reveals how sensitive US East Coast regions may be to ocean acidification

Mar. 1, 2013 ? A continental-scale chemical survey in the waters of the eastern U.S. and Gulf of Mexico is helping researchers determine how distinct bodies of water will resist changes in acidity. The study, which measures varying levels of carbon dioxide (CO2) and other forms of carbon in the ocean, was conducted by scientists from 11 institutions across the U.S. and was published in the journal Limnology and Oceanography.

"Before now, we haven't had a very clear picture of acidification status on the east coast of the U.S.," says Zhaohui 'Aleck' Wang, the study's lead author and a chemical oceanographer at Woods Hole Oceanographic Institution (WHOI). "It's important that we start to understand it, because increase in ocean acidity could deeply affect marine life along the coast and has important implications for people who rely on aquaculture and fisheries both commercially and recreationally."

Coastal ocean acidification, Wang says, can occur when excess carbon dioxide is absorbed by, flushed into or generated in coastal waters, setting off a chain of chemical reactions that lowers the water's pH, making it more acidic. The process disproportionately affects species like oysters, snails, pteropods, and coral, since those organisms cannot effectively form shells in a more acidic environment.

According to the survey, says Wang, different regions of coastal ocean will respond to an influx of CO2 in different ways. "If you put the same amount of CO2 into both the Gulf of Maine and the Gulf of Mexico right now, the ecosystem in the Gulf of Maine would probably feel the effects more dramatically," he says. "Acidity is already relatively high in that region, and the saturation of calcium carbonate -- the mineral that many organisms need to make shells -- is particularly low. It's not a great situation."

Excess CO2 can enter coastal waters from a variety of different sources, Wang says. One large source is carbon dioxide in the atmosphere, which has been steadily increasing in concentration worldwide for the past hundred and fifty years. The higher those levels of atmospheric CO2 rise, more CO2 gas will be absorbed into seawater by contact, says Wang. Another potential culprit, he notes, is nutrient-rich runoff from land. Rainfall and other surface flows can wash fertilizers and other byproducts of human activities into river systems and ground water, and ultimately, into the coastal ocean, delivering an excess of nutrients and often an explosion of biological activity that can lead to decreased oxygen and increased CO2 and acidity.

"This happens regularly in the Gulf of Mexico," says Wang. "The Mississippi River dumps enormous amounts of nitrogen and other nutrients into the Gulf, which spawns large algal blooms that lead to production of large amount of organic matter. In the process of decomposing the organic matter, the microbes consume oxygen in the water and leave carbon dioxide behind, making the water more acidic. If this process happens in the Gulf of Maine, the ecosystem there may be even more vulnerable since the Gulf of Maine is a semi-enclosed system and it may take longer time for low pH, low oxygen water to disperse."

Wang and his colleagues conducted their fieldwork in 2007 aboard the R/V Ronald H. Brown. Starting in the waters off Galveston, Texas, they worked their way around the Louisiana and west Florida coasts, past the Florida Straight, and up the eastern seaboard, collecting samples along nine different transects that ran from the coast to deep ocean off the shelf break, up to 480km (300 miles) offshore.

During the cruise, the researchers measured seawater samples for total dissolved inorganic carbon (DIC), which is made up of a combination of carbonate, bicarbonate, dissolved CO2 and carbonic acid. The team compared this measurement to the water's total alkalinity, a measure of how much base is in a water sample. The ratio of the two is a marker for water's ability to "buffer" or resist changes in acidity. Waters with a high ratio of alkalinity to DIC, Wang says, would be less susceptible to acidification than waters that showed a much lower ratio.

After analyzing their data, Wang and colleagues found that, despite a "dead zone" of low oxygen and high acidity outside the mouth of the Mississippi, the Gulf of Mexico on the whole showed a high ratio of alkalinity to DIC, meaning it would be more resistant to acidification. As the team traveled farther north, however, they saw the ratio steadily decreases north of Georgia. The waters in the Gulf of Maine, Wang says, on average had the lowest alkalinity to DIC ratio of any region along the eastern seaboard, meaning that it would be especially vulnerable to acidification should CO2 levels rise in those waters.

While it's unclear exactly why the ratio of alkalinity to DIC is low in those northern waters, Wang thinks part of the issue may be linked to alkalinity sources to the region. For example, the Labrador Coastal Current brings relatively fresh, low alkalinity water down from the Labrador Sea to the Gulf of Maine and Middle Atlantic Bight.

If this current is the major source of alkalinity to the region, he says, it may mean that the Gulf of Maine's fate could be linked to changes in global climate that, through melting sea ice and glaciers, increase the flow of fresh water to the Gulf of Maine. However, whether this freshening is accompanied by a decreases in seawater alkalinity and "buffer" capacity remains unknown.

Since the waters of the northeast U.S. are already susceptible to rising acidity, Wang says this raises big questions about how species of marine life -- many of which are important to the commercial fishing and shellfish industry there -- will fare in the future. "For example, how are oysters going to do? What about other shellfish? If the food chain changes, how are fish going to be impacted?" Wang asks. "There's a whole range of ecological and sociological questions." There is a great need for need for more robust coastal ocean chemistry monitoring and coastal ocean acidification studies, he adds. A better understanding of the changing chemistry will help fisheries regulators to better manage the stocks.

Also collaborating on the study were Rik Wanninkhof and Tsung-Hung Peng from the National Oceanic and Atmospheric Administration's Atlantic Oceanographic and Meteorological Laboratory, Wei-Jun Cai and Wei-Jen Huang of the University of Georgia, Robert H. Byrne of the University of South Florida, and Xinping Hu of Texas A&M University.

Salvaging a Classic: Jay Leno's 1962 Daimler SP250 Roadster

One great thing about being a car guy with a TV show and a website is that I hear from lots of people who want to sell me cars. Most are Ford Granadas?those really rare ones with the fake hubcaps?but every now and then something interesting comes my way.

Take the 1962 Daimler SP250 I'm currently restoring. The original owner, a man named William Brzozowski, lived in Baltimore and never garaged the car. It sat outside in the snow and the rain for 40 years. Bob Brzozowski,? William's nephew, inherited the car when his uncle died. He ?wanted to restore it but didn't have the room at his place in upstate New York, or the ?money. He contacted me, we talked a lot, and I offered a very fair price, considering that the car hadn't run in 10 years and would need pretty much everything. Buying a vehicle sight unseen is a cardinal sin for car enthusiasts, so you can consider? me the president of the More Money Than Brains Car Club. But this SP250 intrigued me: It had wire wheels and a removable hardtop, both rare accessories.

When I was growing up in Massachusetts, everybody had a four-door Ford or Chevy. I remember going to the local bowling alley and seeing a red SP250 and thinking, what a weird-?looking car. It had tiny fins, bug-eye headlights, and an oval grille that earned it the nickname the Angry Catfish. But it had a peppy little 140-hp 2.5-liter Hemi V-8 engine that was designed by Edward Turner, the famous BSA motor?cycle engineer.

When the car first appeared in the U.S. in 1959, at the New York Auto Show, it was called the Daimler Dart. But Dodge was already using that name, so Daimler quickly swapped in the much snappier SP250. At a time when most English sports cars had drafty side curtains, the SP250 had roll-up windows. Even better, it weighed only about 2200 pounds, had four-wheel disc brakes, and could top out at almost 125 mph. But sales were never good: Just 2848 SP250s were made, in three series, before they were discontinued in 1964. About 500 of them ended up in the U.S., so they're rare.

After buying the car, I had it shipped from upstate New York to my Big Dog Garage in Southern California, where the first thing we did was check for bugs. Here's why: When I was in high school, I had a Hudson Hornet that I let sit outside all winter. That spring, when it wouldn't start, I got under the dashboard to try to find out why and was immediately stung by a bunch of bees. I got some bug spray and doused the entire vehicle. A week later, I slid under the car and a garden snake landed on my chest, which scared the hell out of me. Luckily, the SP250 was filled only with spiders and ants. So we covered it in plastic, fumigated it with cans of Raid, and let it sit for three weeks.

Like I said, the car didn't run, but that was fine with me. If you have to restore the engine and wiring anyway, why pay for the fact that it's working? A running car might cost $10,000 more than something that hasn't been ?started in 25 years.

The good news was that the car itself was in pretty good condition. There was one little issue with the frame, where it had been backed into something, but the fiberglass body was fine. And there wasn't any rust.

Whenever you take a car apart, it's essential to photograph every piece as you go along. If you don't meticulously document a car with pictures when you start a restoration, you'll never be able to put it back together. At my garage, we shoot pictures of everything and store them in the computer. In the old days, you had to run down to the photo mart and wait for your pictures to be developed. That was a pain in the neck. Now you can take thousands of images, and it doesn't cost anything. So there's no excuse not to catalog.

But you don't take everything apart all at once. You just want to disassemble whatever you're working on first. The nice thing about body-on-frame cars like the SP250 is that it's easier to handle each section separately. With the exception of the hood, the trunk, and the doors, the fiberglass body comes off as one piece, so somebody else can work on it while you're working on the frame.

Once we start the restoration, the first thing we like to do is to get the vehicle back on four wheels. Before we start working on the engine or the transmission, we restore the chassis. Then we can roll it around the garage if we need to move it. As of this writing, we've straightened and powder-coated the frame. It's always helpful to have the original factory manuals, if you can find them, but this car is pretty straightforward. A lot of the worn-out parts are universal British components, stuff that you'd find in a Triumph TR3 or an Austin-Healey. The only thing that really makes the SP250 unique is that little V-8. And I can't wait to get my hands dirty taking that apart.

We've also carefully sanded, primed, and repainted the body. It was red, but we did it over in blue. Most SP250s that I've seen are either green or red, so I wanted something that really stood out. Stitch Corp., my upholsterer, has already measured the interior for new seats and carpeting. Whenever they finish installing their work, we'll mount the body on the frame and complete the wiring and plumbing.

We also plan to make a few improvements: bigger front disc brakes, rack-and-pinion steering, a T5 transmission, and radial tires. We can always change it back to standard, but it will drive and stop a lot better with these upgrades. We'll breathe on the engine a little, too, with higher compression, lightweight pistons, a hot cam if we can find one, electronic ignition, and maybe bigger carburetors.

People ask me if there's a timetable for completion. Look, a car restoration is not like some Stalin-era five-year wheat plan. When it's done, it's done. A lot depends on how long it takes us to find all the missing stuff. But in the meantime, it's a lot of fun to see a dusty, bug-ridden hulk coming back to life. And when the job is complete, Bob Brzozowski is going to come out to California to go for a ride with me. I think he'll be pleased.
