Researchers at the University of Liverpool have developed a computer-based test that could help heavy drinkers reduce their alcohol consumption.

Regular heavy drinking can lead to serious health conditions such as liver and heart disease, costing the NHS millions of pounds every year. Research at Liverpool has shown that the habit of consuming alcohol can be interrupted when people practice methods of restraint whenever they see images of alcoholic drinks.

The team developed a computer test that required participants to press particular buttons when an image of alcohol or soft drink appeared on screen. They were asked to perform this task at speed, but when they heard a tone sound they were expected to stop immediately. In one group the tone was presented at the same time as alcohol pictures appeared on screen, and in another group the tone was not matched up to images of alcoholic drinks.

Following the task, participants were given the option of drinking beer. Researchers found that participants who learned to exercise restraint when alcohol images were shown subsequently drank less beer than the control groups that did not practice the same method. The team aim to develop the computer intervention for online use as part of a wider Medical Research Council (MRC) funded project on computerised interventions to boost self-control in heavy drinkers.

Professor Matt Field, from the University's Institute of Psychology, Health and Society, said: "It is thought that people who drink alcohol at unsafe levels do so because drinking behaviour has become an over-learned habit that they perform without really thinking about it. Similar to the practiced activity of brushing your teeth in the morning, a person may regularly drink a few glasses of wine with their evening meal. This kind of habit can lead to serious health problems, and in extreme cases, alcohol dependence.

"We wanted to investigate whether a person could learn to apply self-control automatically, in the hope that this might override the ingrained habit of drinking alcohol. We found that if participants repeatedly exercised self-control in response to images of alcoholic drinks, they drank less alcohol when the opportunity was later offered to them in the laboratory.

"We hope to develop this computer intervention to see whether people can use the intervention, outside of the laboratory environment, in their daily lives. This may take the form of an online activity to support those people who want to reduce their intake of alcohol."

Deaths and Suicides linked to WCA: more evidence needed for ...

At DPAC we receive regular emails from people who have lost loved ones and attribute this to the process of the WCA, indeed with recent evidence of 73 deaths and suicides per week we are seeing these emails increasing. ?December 3^rd is being marked as a day of remembrance for all Atos victims. Disability activist Samuel Miller from Canada is taking this outrage against human rights as far as he possibly can in an effort to secure justice.

Samuel has made many efforts at the United Nations level on behalf of disabled people in the UK and the constant attacks they face under the Tory regime. We all owe him a debt of gratitude. ?Brian McArdle. On the BBC?s Question Time last Thursday, Iain Duncan Smith flew into a rage when Owen Jones challenged him about what happened to Mr McArdle, ?57 years old, paralysed down one side, blind in one eye; he couldn?t speak. He died one day after being found ?fit for work? by Atos.?

People whose family members have died while going through the DWP/Atos work capability assessment are being urged to contact a disability specialist -?who has been seeking international legal action against the austerity-enforced injustice.

Vox Political reported back in September that Samuel Miller had contacted the International Criminal Court in The Hague, intending to file a complaint against Iain Duncan Smith, Chris Grayling and Maria Miller, the ministers at the Department for Work and Pensions, considered most responsible for ?draconian welfare reforms and the resultant deaths of their society?s most vulnerable?.

Mr Miller got in touch over the weekend, but said that the result had been disappointing: ?They stated that the International Criminal Court has a very limited jurisdiction. The Court may only address the crimes of genocide, crimes against humanity, and war crimes as defined by Articles 6 to 8 of the Rome Statute.?

The Rome Statute is the document under which the ICC was established. Article 7, which covers crimes against humanity, states: ?For the purpose of this Statute, ?crime against humanity? means any of the following acts when committed as part of a widespread or systematic attack directed against any civilian population, with knowledge of the attack:

?(k) Inhumane acts ? intentionally causing great suffering, or serious injury to body or to mental or physical health.?

I thought this ? Article 7 (k) ? was a perfect description of what the DWP and its ministers are trying to achieve, and Mr Miller agreed. But he said: ?Clearly the ICC is striving to discourage the filing of austerity complaints.?

There is a way forward. He added: ?On a welcome note, the Office of the High Commissioner for Human Rights recently acknowledged that austerity measures may violate human rights ? which certainly is a step in the right direction.?

He?s right. The chair of the UN committee on Economic, Social and Cultural Rights, Ariranga Govindasamy Pillay said on October 23 that, although member states face tough decisions when dealing with rising public deficits, austerity measures are potentially violations of their legal obligations to the International Covenant on Economic, Social and Cultural Rights.

?All States Parties should avoid at all times taking decisions which lead to the denial or infringement of economic, social and cultural rights,? Pillay said, citing an open letter to States Parties from the committee earlier this year that clarified the committee?s position on austerity measures.

By ratifying the Covenant, member states like the UK have a legally binding obligation to progressively improve, without retrogression, universal access to goods and services such as healthcare, education, housing and social security and to ensure just and favourable conditions of work, without discrimination, in accordance with established international standards. These rights must be achieved by using the maximum of available resources.

Pillay pointed out that austerity measures are also a disincentive to economic growth and thereby hamper progressive realization of economic and social rights.

The committee had pointed out that social insecurity and political instability, as seen in parts of Europe today, were also potential effects of the denial or infringement of economic, social and cultural rights.

The poor, women, children, persons with disabilities, older persons, people with HIV/AIDS, indigenous peoples, ethnic minorities, migrants and refugees were particularly at risk, the committee had noted.

Having identified the possibility, we come to the burden of proof. Mr Miller said: ?My best hope lies in procuring coroner?s reports where the cause of death is found to be destitution and/or suicide.?

Inevitably, there is a problem. The UK Coronial system does not involve the collating of such information, nor does it look for national trends. The role of the Coroner is case specific, so wider information is not available. This is because the system of inquests into deaths was never intended to investigate whether those deaths were being caused by insane decisions of the government itself.

The law in relation to death certification may be amended in 2014 to provide for Medical Examiners whose role will be to examine such matters ? but that is two years from now, and the DWP/Atos system could pile up another 7,600 bodies in that time (using the generally-accepted average of 73 deaths per week).

Mr Miller has written to the DWP, seeking a change of coroners? duties to allow proper and robust reporting of trends such as stress-related deaths, suicides and/or destitution deaths of welfare recipients and recipients who perished shortly after being stripped of their benefits can be reported to both the DWP and the Ministry of Justice.

But I think we all know there is little chance of success there. This government is hardly going to hand over the tools by which its own ministers might end up in an international court. They?re insane, but they?re not stupid!

So people are going to have to do it themselves. We know about high-profile cases in which deaths have been blamed on Atos. Information about the others needs to be available now.

This is why I want to appeal for anyone who has lost a loved one because of the DWP/Atos work capability assessment system to get in touch with Mr Miller. He needs to know the verdict that was reached at the inquests into their deaths.

I would strongly urge that anyone writing to Mr Miller keeps their correspondence to the point. It is to be hoped that he will receive a strong response, but this entails a large amount of work. It is therefore important to make that work as easy as possible, perhaps by putting the deceased?s name, address and the verdict at the top of your email.

Revenge of the nerds as banks see risk, compliance hiring boom

SINGAPORE (Reuters) - Tough regulations aimed at banks have jolted demand for compliance, risk and legal officers, creating one of the few bright spots in an otherwise dismal job market for the financial industry.

Traditionally one of the least glamorous jobs in the sector, these staff are in hot demand at a time when nearly all other parts of the banking industry are getting cut.

"It used to be a really tough job to sell as people saw it as boring," said Sonia Fuller, director of recruitment firm KS Consulting in Singapore, who said some risk and compliance candidates are asking for raises of up to 50 percent when they change jobs.

With demand outstripping supply, recruiters say compliance staff can be hard to find, and are asking for the biggest salary hikes across the financial industry.

Recruitment firm Robert Half says compliance salaries in Singapore have gone up 10 percent on average in the past year, one of the biggest year-on-year increases across the finance and accounting sectors.

Annual basic pay for an experienced professional in Singapore is now around S$200,000 ($164,000) although head hunters say some candidates are managing to get around S$250,000 - not far from the base salary of a top banker.

Risk officers in banks focus on keeping trading and lending activites within safe limits, while compliance officers ensure the company is meeting the plethora of industry regulations, which have mushroomed in the wake of the financial crisis.

"Now that risk is really briefing the board at every meeting, the risk officer has to be a much more senior level hire with more gravitas, with more influence and communication skills," said Lisa Zonino, a principal at recruiter Egon Zehnder in New York.

Jobs website eFinancialCareers reports that advertisements for risk management roles have seen the sharpest rise in the Asia Pacific region across the financial sector, up 22 percent from last year.

An Ernst & Young survey shows European asset managers increased their compliance staff by an average of 8 percent this year. Anthony Kirby, Ernst & Young's director or regulatory and risk management, said companies are mostly moving existing staff into the compliance positions.

"We had a team of 70 plus growing by 20 percent," Kirby said, referring to one of the companies surveyed.

REGULATION MOUNTAIN

The regulation explosion, along with a string of high profile scandals, means banks and fund managers are setting aside more money to improve their compliance and risk functions, which includes spending on risk technology and financial fraud detection systems.

Compliance operations are being taken in-house, rather than being outsouced to law firms and freelancers as they often used to be prior to the financial crisis.

Craig McNicol, manager of the credit, risk and quantitative finance team at the London office of recruitment firm Morgan McKinley, said risk functions had traditionally been filled by contractors commanding more than 1,000 pounds ($1,600) a day.

"The market is shifting towards demand for permanent hires," he said.

HSBC , reeling from money laundering problems at its Mexican subsidiary, for which it has set aside $700 million to cover fines, has doubled its annual spending on compliance since 2010 to more than $400 million.

"We've heard numbers of anywhere from 10 to 25 percent of non-discretionary, non-risk-related budgets being reassigned to the risk function," said Michael Versace, Research Director at IDC Financial Insights.

In addition to new laws, a driver behind the hiring spree is a desire to avoid ending up on the front page of the newspapers for the wrong reasons.

The Libor scandal, along with Standard Chartered's recent run-in with U.S. regulators over Iran transactions -- not to mention a rogue trading scandal at UBS -- mean boards are more willing to sanction increased spending on compliance, despite it generating no revenue.

A Thomson Reuters survey found 65 percent of compliance officers expected their budget to be higher this year than in 2011.

But finding the right candidates to fill the new job vaccancies has not been easy.

Some head hunters say professionals who have worked at regulators are in hot demand, although others say deep experience as a financial risk and compliance staffer is the ideal choice.

"There are a lot of firms which are having to hire people that haven't had a dedicated compliance function before," said Philippa Allen, chief executive of consulting firm ComplianceAsia. "There is a talent shortage." ($1 = 1.2227 Singapore dollars)

NFL to examine replay rule from Lions-Texans game

NEW YORK (AP) ? The rule that negated using video replay to confirm a Houston Texans touchdown "may be too harsh" and will be re-examined immediately, NFL director of football operations Ray Anderson said Friday.

Anderson, also co-chairman of the competition committee that suggests rules changes to the owners, said a change could come this year. The NFL traditionally resists changing rules during a season.

"We will certainly discuss the rule with the competition committee members, as we do all situations involving unique and unusual circumstances, and determine if we feel a change should be recommended to ownership," Anderson said in a statement.

"Not being able to review a play in this situation may be too harsh, and an unintended consequence of trying to prevent coaches from throwing their challenge flag for strategic purposes in situations that are not subject to a coaches' challenge."

Anderson added the NFL is not bound by past events when a rule is proved to have loopholes, and that a 15-yard penalty for throwing the challenge flag on a play that is automatically reviewed might be enough. For now, throwing the challenge flag also eliminates the use of replay. All scoring plays otherwise are reviewed.

Justin Forsett's third-quarter 81-yard run in the Texans' 34-31 overtime victory at Detroit on Thursday initially was ruled a touchdown, although replays clearly showed his knee and elbow touched the turf when he was hit by Lions defenders. Detroit coach Jim Schwartz challenged, resulting in a 15-yard unsportsmanlike conduct penalty and the negated use of video replay.

"I overreacted," Schwartz acknowledged. "And I cost us."

In 2011, instant replay rules were changed to have the replay official initiate a review of all scoring plays. The rule stated that a team is prevented from challenging a play if that team commits a foul that prevents the next snap, or if a challenge flag is thrown when an automatic review would take place. A 15-yard unsportsmanlike conduct penalty is assessed as well as the elimination of the replay review for the play.

But, as Anderson noted, getting the calls right is paramount and that the league may have overlooked the scenario that occurred in Detroit.

Anderson also said the play in which Lions defensive tackle Ndamukong Suh kicked Texans quarterback Matt Schaub in the groin will be reviewed. He called the play "out of the ordinary."

Suh could face a suspension if he is found to have intentionally kicked Schaub. A year ago on Thanksgiving, Suh was ejected for stomping on the right arm of Green Bay offensive lineman Evan Dietrich-Smith and subsequently was suspended for two games.

Suh has been fined in previous seasons for roughing up quarterbacks Andy Dalton, Jay Cutler and Jake Delhomme.

Similar incidents to the replay flap, but not involving scores happened last season in San Francisco's win, coincidentally at Detroit, and last week when the Falcons beat Arizona.

The rule was adopted in part because of a situation in a Redskins-Giants game in December 2010.

Officials on the field ruled a fumble recovered by the Giants, and the ball was made ready for play. But Washington veteran linebacker London Fletcher kicked the ball and was called for delay of game. While the penalty was being enforced, Washington challenged the ruling of a fumble.

The competition committee felt that a team could benefit from committing a penalty in that situation, giving it more time to challenge a play. It was decided that the new rule would also apply when a team throws the challenge flag on a play that can't be challenged ? including scoring plays, turnovers, when the team is out of challenges or timeouts, and inside the final two minutes of a half or game, or in overtime.

The mayor of one of Britain's poorest boroughs is providing ?2 million of funding to religious groups to help refurbish places of worship.

The mayor of Tower Hamlets, Lutfur Rahman (right), has approved funding to offer assistance to faith communities to repair, adapt and improve buildings in which faith-based activities occur.

The option of offering grants exclusively to religious groups was preferred over an alternative option to make the fund available to all community buildings.

An equalities analysis justified the scheme under the Council's aim to promote good relations between different faith groups and non-faith groups. The council says the delivery of the scheme will be discussed with the Interfaith Forum to ensure that it brings benefits to the wider and non-religious community. One East End political blogger has predicted that the bulk of the money will go to small mosques and community centres that occupy former shops across the borough.

Due to drastic cuts across the entire public sector, Tower Hamlets needs to find ?75m of savings by 2014. The funding for the Community Faith Buildings Support Scheme has been identified by the Mayor "from reserves".

Tower Hamlets is one of London's most impoverished areas and has been identified as the worst area in the UK for child poverty. The area has a dire shortage of affordable housing with over 22,000 on the waiting list and considerable over-crowding issues. Tower Hamlets recently announced significant cuts to it's community and advice services.

Earlier this month the mayor approved the sale of a Henry Moore sculpture in an attempt to claw back money lost in budget cuts. Mayor Lutfur Rahman said: "It is with considerable regret that I make this decision but I have a duty to ensure residents do not suffer the brunt of the horrendous cuts being imposed on us." The artwork was originally sold to the council by Henry Moore at a below-market price in the 1960s with the understanding that it would be placed in east London.

Mr Rahman is no stranger to controversy. He is reported to have close links to the extremist Islamic Forum of Europe (IFE). Following his election as Mayor in 2010, The Telegraph journalist Andrew Gilligan quoted a senior Labour Party figure saying that Rahman's personal control of the Tower Hamlets billion pound budget makes Tower Hamlets an "Islamic republic."

One local resident angered by the Faith Buildings Support Scheme told the NSS: "I totally object to this. This money should be spent on schools and other essential services that benefit the whole community. This feels more like a redistribution of public money, ahead of an election, to a particular section of society, aimed at currying favour and securing votes."

Stephen Evans, campaigns manager at the National Secular Society, said: "Government cuts are hitting the people of Tower Hamlets especially hard. In such an impoverished area that faces so many challenges, one has to wonder if Mr Rahman has got his priorities straight. If money is going spare it should be made available to all local community groups equally, but the local authority certainly should not be prioritising the funding of religious activities and practices in this way."
